Theo quy hoạch, Hà Nội sẽ theo mô hình phát triển thông thoáng, đa tầng, đa chiều, đa cực, đa trung tâm, trong đó sông Hồng là trục cảnh quan sinh thái, văn hóa chủ đạo, kết nối vùng thủ đô, vùng đồng bằng sông Hồng và các hành lang kinh tế lớn.
