Ngày 20/7, cuộc họp đối thoại giữa các ngoại trưởng ASEAN với Ủy ban liên chính phủ ASEAN về nhân quyền (AICHR) và cuộc họp của Ủy ban Hiệp ước khu vực Đông Nam Á không có vũ khí hạt nhân (SEANWFZ) đã được tổ chức tại Manila, Philippines. Đây là đợt hoạt động đầu tiên trong khuôn khổ Hội nghị Bộ trưởng Ngoại giao ASEAN lần thứ 59 và các hội nghị liên quan diễn ra từ ngày 20 đến 24/7. Được sự ủy quyền của Bộ trưởng Bộ Ngoại giao Việt Nam Lê Hoài Trung, Thứ trưởng Bộ Ngoại giao Việt Nam, Trưởng đoàn Việt Nam tại Hội nghị Quan chức cấp cao ASEAN (SOM) Đặng Hoàng Giang đã dẫn đầu phái đoàn tham dự nhiều cuộc họp.
