Tại Đại hội đồng Tổ chức Sở hữu trí tuệ thế giới (WIPO) lần thứ 68 vừa tổ chức, Bộ trưởng Bộ Khoa học và Công nghệ Việt Nam Võ Hải Hải đánh giá cao vai trò và các sáng kiến của WIPO trong việc phát triển hệ thống sở hữu trí tuệ toàn cầu, đặc biệt là các hoạt động nâng cao năng lực quản lý sở hữu trí tuệ quốc gia, hỗ trợ doanh nghiệp, đào tạo nguồn nhân lực và thúc đẩy thương mại hóa sở hữu trí tuệ. Hiện nay, mặc dù một số nước đã phát triển hệ thống sở hữu trí tuệ nhưng mức độ tham gia của doanh nghiệp còn hạn chế; Ở Việt Nam, trong lĩnh vực nhãn hiệu và kiểu dáng công nghiệp, các doanh nghiệp đã tham gia khá sâu vào hệ thống, điều này cho thấy mức độ hội nhập của lĩnh vực sở hữu trí tuệ của Việt Nam với cộng đồng quốc tế đã được cải thiện rõ rệt, hiểu biết về quyền sở hữu trí tuệ không còn dừng ở mức độ pháp lý mà bắt đầu gắn liền với hoạt động kinh doanh.
Với việc ra đời Luật Sở hữu trí tuệ (sửa đổi) vào năm 2025, những cải cách thủ tục mạnh mẽ và thời gian xử lý hồ sơ được rút ngắn cũng đã tạo ra những lợi thế cạnh tranh nhất định trong bối cảnh các công ty ngày càng tập trung vào “tốc độ tiếp cận thị trường” và hệ thống bảo vệ nhanh chóng. Hệ thống pháp luật trong nước được thiết lập và hoàn thiện trên cơ sở các chuẩn mực quốc tế như Hiệp định về các khía cạnh liên quan đến thương mại của quyền sở hữu trí tuệ (Hiệp định TRIPS), các chuẩn mực tiếp tục được hoàn thiện thông qua các hiệp định thương mại tự do thế hệ mới như Hiệp định Đối tác Toàn diện và Tiến bộ xuyên Thái Bình Dương (CPTPP), Hiệp định Thương mại Tự do Việt Nam - Liên minh Châu Âu (EVFTA), Hiệp định Đối tác Kinh tế Toàn diện Khu vực (RCEP).

Hội nhập quốc tế về sở hữu trí tuệ của Việt Nam được đo lường bằng các khía cạnh: mức độ tham gia và thực hiện các điều ước quốc tế, hiệp định thương mại tự do (FTA) với tiêu chuẩn cao về sở hữu trí tuệ; mức độ tham gia các cơ chế hợp tác đa phương như WIPO, WTO, ASEAN, APEC, từng bước hiện thực hóa sự phối hợp hệ thống và nâng cao năng lực hoạt động; số lượng và chất lượng của các dự án hợp tác kỹ thuật, chia sẻ dữ liệu, đào tạo và nâng cao năng lực; và khả năng của doanh nghiệp trong việc sử dụng hệ thống quốc tế để bảo vệ và phát triển tài sản sở hữu trí tuệ ở nước ngoài.
