Để các công ty công nghệ Việt Nam có đủ năng lực vươn ra toàn cầu, đất nước cần chủ động đóng vai trò người xây dựng: đề xuất những vấn đề lớn, mở cửa thị trường thứ nhất, bồi dưỡng sức mạnh khoa học công nghệ của đất nước bằng sức mua của Chính phủ.

“Đầu máy” khoa học công nghệ tiếp thêm động lực mới cho nền kinh tế. Hầu như mọi quốc gia hùng mạnh về công nghệ đều có những công ty hàng đầu đóng vai trò “chủ lực” trong các lĩnh vực chiến lược. Trung Quốc có Huawei, công ty dẫn đầu về công nghệ truyền thông và kỹ thuật số; Hàn Quốc có Samsung và LG thống trị ngành điện tử và bán dẫn; Đài Loan, Trung Quốc có TSMC, hãng thống trị sản xuất chip; còn Mỹ có Nvidia, Microsoft, Google và SpaceX duy trì vị trí dẫn đầu về trí tuệ nhân tạo, điện toán đám mây và công nghệ hàng không vũ trụ.

Khi mục tiêu tăng trưởng kinh tế hai con số được đưa vào chương trình nghị sự, vấn đề mà Việt Nam phải đối mặt không còn đơn giản là mở rộng đầu tư hay tăng sản lượng. Động lực tăng trưởng mới phải đến từ khoa học và công nghệ, đổi mới và sáng tạo, chuyển đổi số – những yếu tố ngày càng quyết định năng lực cạnh tranh cốt lõi của mỗi quốc gia.

Tại hội nghị chuyên đề giữa cuộc họp điều hành chính phủ và cộng đồng doanh nghiệp tổ chức cuối tuần trước, Bộ trưởng Tài chính Wu Wenjun đã chỉ ra sáu điểm nghẽn lớn trong nền kinh tế. Trong đó, công nghệ, đổi mới sáng tạo và chất lượng nguồn nhân lực là những trở ngại cần phải khắc phục gấp. Đây không chỉ là việc lựa chọn một vài công ty lớn hơn mà còn là việc tạo ra một đội ngũ “đầu tàu” có thể thúc đẩy hàng nghìn công ty cùng nhau phát triển - giống như Samsung đã giúp ngành điện tử Hàn Quốc trỗi dậy, hay Huawei đã giúp Trung Quốc trở thành cường quốc truyền thông.

Một đoàn tàu chỉ có thể tăng tốc nếu đầu máy đủ mạnh; điều này đặc biệt đúng đối với sự phát triển kinh tế. Nếu không có bầu trời đủ rộng để bay thử nghiệm, "Đại bàng" không thể phát triển. Vì vậy, các doanh nghiệp mong muốn nước này thiết lập các rào cản kỹ thuật phù hợp và ưu tiên sử dụng sản phẩm công nghệ “Made in Vietnam” tại các khu vực cơ sở hạ tầng quan trọng.
